Upgrade to 22H2 broke ability to drag & drop photos into image editing applications

This includes the inability to drag & drop from Web pages (from my own gallery site of original photos). When I try, I see a little circle with the red slash through it.I CAN drag & drop between Explorer windows, just not into image editing software.It makes no difference wh
