Windows 8.1 to 10 Upgrade in Place Repeatedly Failing 0xC1900101 - 0x4000D

I have a HP Workstation with Windows 8.1 which I would like to upgrade to Windows 10. I ran the update three times at this point, trying all possible configurations and fixes I have found online. Each time it has failed with error 0xC1900101 - 0x4000D. In addition to this, I have also tried to diagnose which features and drivers to remove or disable from the error logs found in the Rollback and Panther folders. Another identical HP workstation I have updated just fine, and I cannot seem to find any additional software in the problematic pc which could cause this issue.I do not know what to try
