Still getting Error Code 2502/2503 after THIRTEEN YEARS

Doing a search for a solution to the blasted Error Codes 2502 and 2503 showed it's been a problem for THIRTEEN years and there is still NO fix. I've tried every proposed solution and NONE will let me install LibreOffice. Now a paranoid type person would decide this is an intentional error on mictosoft's part to prevent people from ditching office. So, is there a solution that works? When will mictosoft create a patch for this as they have for all the other bad codings?
