Even though I have selected "safe senders only", I still get tons of junk mail into my inbox....Solutions?

Even though I have selected "safe senders only", I still get tons of junk mail into my inbox, ones that I can't block becuase of constantly changing addresses from the spammers. Today more than half of the mail in my inbox was Spam. Are there any solutions, or to i have to create a new outlook account?
