As in, can I set a max limit lower than 100 volume in Windows settings? If not, why is this not a feature? Highly sensitive headphones can be very damaging to eardrums at higher volumes and allowing a hard limit to be set by the user can help to prevent this. Additionally, I have recently experienced a bug with connected hardware supported by another successful company that caused the volume to go up and down autonomously, causing me a great deal of pain with no way to resolve it but by removing my headphones and rebooting the PC immediately.
