Activating Windows 10 digital license under a new administrator account on same laptopt after reinstall.

Hello, I've bought used laptop with windows 10 digital license attached to previous user. I would like to reinstall Windows and use it legally under my own user account. Can previous user transfer this license to my microsoft account? The license is OEM type. It would be used on same laptop (I want to get rid of his account and be indepented). Is it possible, and how should I proceed?
