Cannot use Microsoft Pinyin

I was able to install Classical Chinese (Taiwan) and it was fine, but Pinyin Chinese (PRC) caused the language bar to disappear. How can I resolve this? I am using Windows 10 Pro.I have tried uninstalling Microsoft Pinyin, restarting, installing, restarting, but it still does not work. When I uninstalled Pinyin and kept Classical Chinese and another language, French, the language bar came back and I was able to toggle between these languages.
