Forgot password, made new password, says device offline with new password. How do I log in?

Tried all possible passwords, couldn’t get it so I hit forgot password at the sign in screen. I made a new password. Tried to use this password to log in, the sign in screen then said “device offline, use last password used on this device.” The device is not offline, wifi is working and I clearly don’t know the last password otherwise I wouldn’t have reset it. I can’t get the computer to boot into safe mode from the sign in screen by pressing Shift while hitting restart. Where do I go from here?
