Can I download OpenGL 3.3 and if so where could I?

So, I have recently had this problem where i tried to use this blender software. But when I try it says, "A graphics card with support for OpenGL 3.3 is required. Installing the latest software for your Graphics card might resolve the issue." So Immediately I went to the Device Manager but it says that the driver is up-to-date! So, if I do say so myself I think I'm a bit of a computer expert/Nerd. Although I don't have a photo of my PC I have some specs.
