How to create a windows 10 bootable USB device on windows 11?

Hi -- I'm trying to make a bootable flash for windows 10 to troubleshoot my PC, unfortunately, my other computer (my laptop) is running windows 11, and refuses to let me use the windows 10 media creation tool. 1) Why is this even a thing in the first place??????????2) How can I make an ISO despite this?
