Why do windows open on top of each other, rather than a "clear" spot on the monitor?

Why does the second program I open always open RIGHT ON TOP of the previous program I'm running? I generally open a browser window, go to a webpage, then open another instance of the browser to open another page for reference. But it always opens RIGHT ON TOP of the previous page, very annoying. I'm tired of moving the new one out of the way. The second (and third/fourth/etc) should open ANYWHERE else besides an already open window. I've got two monitors. And I don't want to force the first window to always be on top, as that won't solve the problem, which is where the new windows open.

on opening MSN, I get a banner advert at the top of the page. It is half the page and stops me reading the MSN content. How do I gwet risd of it?
