"The file cannot be accessed by the system" when moving AppData to another drive

I am moving my `%HOMEPATH%/AppData` folders to another drive as they are ballooning (100+ GiB) and my boot drive keeps getting full.It's been a pain, but I've found workarounds for all the issues I've encountered but one:When I try to move the contents (specifically the executables) of `%LOCALAPPDATA%/Microsoft/WindowsApps` I get "Error `0x80070780`: The file cannot be accessed by the system."What I have tried:Move it using the owning account (admin)Move it using a separate admin accountMove it using PowerShellMove it using Command PromptMove it using WSL2Move it after restarting W Explorer as
