My desktop makes a really loud low pitched noise and the computer and keyboard won’t turn on

I tried opening steam and got an error saying something about missing SHELL32. I looked up a replacement file and tried replacing it, but it didn’t work. So I restarted the computer and now it’s stuck like this and it just makes this loud noise. Also the keyboard and monitor don’t seem to be working for some reason I have tried reseating the GPU, but it didn’t work. The noise sounds like it’s coming from that, but I can’t tell for sure.
