CPU usage is extremely high and games wont run properly

ive loaded up my computer and only 1 screen is showing an output, i load up rocket league and it is running at a constant 3/4 fps, ive tried updating graphics drivers and restarting the pc but i have the same problem, my cpu usage is stupidly high no matter what
