Windows 10, won't restart, hangs up 2-3 times on hard-power-down

So my Windows 10 (updated to current latest-release 22H2) with an Intel(R) Core i7-8700K CPU @3.7Ghz and 32Gb of (I believe) DDR4 RAM is hanging up when I try to restart (due to some crazy crud going on in Chrome, which problem is probably alphabet-centric, but this hanging up instead of re-booting thing, it's Odious, and I doubt the Chrome thing could spread tendrils of hated incompetence that far into the system (naive, maybe?),.to Get Windows to Finally get past the splash screen, took 2 hard-power-down shutoffs, this can't be normal (duh)
