Windows UI cursor locking up Windows related apps

My cursor locks up randomly whenever I'm using Windows related applications (Settings, Market,etc). I have no idea what causes it but I think it happens whenever i'm using a controller on my pc. I doesn't go after and the only way I can stop it is by restarting my pc.
