Windows 8.1 and 10 not identifying license on my Laptop

I have a laptop that came with Windows 8. Later Ubuntu was installed on it. Now I want to install Windows 10 on it. As I know, Windows 10 can be freely upgraded from Windows 8 or Windows 8.1. Now when I tried to clean and install Windows 10, it was saying "Activate Windows" or Windows is not activated. Then I cleaned and installed Windows 8.1, but still, it was not identifying Windows license from my machine. How can I solve this?
