Photos help

I have years of photos originally in Picasa, then moved to Google photos. Fairly recent new Dell PC with Microsoft. Never realized while downloading photos, they seem to be in One Drive, My Drive n Pictures.. Separately in Google Photos as well. How can I get them all in 1 location, remove doubles and move them to a new PC .. possibly an iPad. PS.. thru the years I have created many albums in Google photos. .I’m Overwhelmed
