Windows 10, the time zone is greyed out

The setting is greyed out, therefore I can't change it. I have confirmed I have logged in as Administrator. It is a home network therefore no domain.Also, the PC is running like a dog ... I downloaded and ran TotalAV and the system appears to be clean. A family safety app had been installed and I have turned that off and reduced the family to a single user.How do I enable the timezone setting please? TIA .... Greg
