why does my menu bar appear white when i try to refresh,add new folders, or open the graphics setting? why i have to move the mouse curser into the bo

I tried to refresh the pc but when I clicked the right mouse it appeared blank with white background. and to make the option visible i have to move the curser to the blank screen then only after the options appears.
