My pc 100% usage. I cant do nothing. I only can move my mouse for few sec. Is there any tips to fix this

When i turn on my pc,i only can use my mouse/cursor for few sec. After that it jammed/lag. I try open the task manager,100% pc usage. Is there any way for me to reset/reboot manual without go into window or any other option beside sending it to shop specialist
