I have tried using the Windows logo key +I, I tried the Settings icon on the Start Menu, the Display Settings from the Desktop (right-click menu); the Task Bar Settings (right-click menu), and every time, the Settings window appears for 1-2 seconds and closes. Restarting the PC did not help. I am using an HP small-form-factor desktop, quad core processor, with Windows 10 Pro 64-bit, 32GB RAM, 500GB hard drive (only using 20%), running on a home network with wired Gigabit Ethernet internally, and Internet access via DSL connection (50 Mbps download, 6 Mbps Upload).
