Weird flickering at the bottom of screen after clean Win10 installation

I am having an issue with flickering lines at the bottom of the screen. I just did a fresh clean install of Win10 on my C drive, and upon finishing i was greeted by that issue:Here's how it looks: 20230420_043455.mp4 thing is that if i try to record it using Screen recording software (I'm using RecForth from Store), it immediately ceases when i start recording and looks normal. When recording stops, it returns.Any help?...
