Why does Reset Systems "delete" the User profile information, but then does not allow for a new login?

The laptop was acting up and I decided to just start from scratch-- what I thought was an old fashioned factory reset. The instructions on the reset actually said that the user profiles would be deleted and you would be having to start a new profile from scratch. IT LITERALLY SAID THAT! Well, it doesn't. I just tried to go in through safe mode because everytime I put in the password to log in it tells me the User profile has been deleted and then sends me back to log in with that user profile. ??? I did nothing fancy. Step 1: search factory reset. Step 2: Chose reset system option windows
