First icon gets selected everywhere in any page

First icon gets selected everywhere in any page be it desktop or folders or webpage. If I click any icon on desktop the first icon gets selected and opens it same is in folder and in web page it doesn't scroll down gets stuck at top. If I click page down button it comes down a little but again goes up. If I press Home icon, the problem is solved temporarily. OS - Windows 10 Home Intel Graphics Driver 10.18.10.4276Laptop Model - HP Pavilion 15 Notebook PC
