Unable to download Sticky Notes from Microsoft App Store; this has been the case since February, if not before. Will it be made available?

Note that although the app was included in Windows 10, it was not working and deleted from my laptop. My IT team has informed me that I will need to wait until it is available for download, before the app can be reinstalled on my machine.
