PC connects to 5Ghz home network but is really throttled. Laptop and phone connect to the same 5Ghz internet but with 8x the speed.

Windows 10, activated, latest drivers and BIOS on all connected devices, Asrock B450M/ac's onboard Wifi connecting to my Home's 5Ghz internet. No VPN connection - native everything. Using Norton Security for antivirus and internet security. PC can detect and connect to a 5Ghz Internet but it is extremely throttled to 1/8th of the maximum speed. My laptop and phone connect to the same network in the same spot with 8x speed. What I have done so far: 1. Update all the network drivers to the full using Device Manager 2. Rolled back drivers and re-updated 3. Latest BIOS update (as of April 20
