Some launchers and installers have black portions in them as if images or textures are missing, how do I fix it?

At some point some launchers and installers became broken, missing parts replaced by just black.This is what my launcher to a graphics programm looks like , and this is what it's supposed to look like. A similar situation with certain installers that use their own window images.I've tried checking system files, viruses, reinstalling, redownloading the installer, checking graphics systems, nothing changed.Any help would be appreciated. Thank you
