Windows on PC is stuck on the Welcome Screen when starting up

The ALT/CTL/DEL fix does not register on the screen so cannot get it to the next step as per all of the fixes on the internet. Have also tried the Run Startup Repair option but when the blue recovery screen comes up the keyboard/touch screen does not function so you cannot click on the "See Advanced Repair Option" or "Restart my PC."Where to now?
