Trying to copy, move, or delete files with Windows Explorer results in it slowing to a complete halt over and over

The title is fairly self-explanatory: on my current laptop running Windows 10, recently whenever I attempt to move, copy, or delete any files or folders with Windows Explorer that are more than about 100 MB or so, the speed drops dramatically to close to 0 KB/s after a few seconds, and continues doing so intermittently until it's completely done, something that takes about 20 times longer than the initial speeds of upward of 50 MB/s would imply, though the time remaining estimate does not always even change to match:This has happened multiple times in the past (I actually have a previous quest
