Windows update KB5025221 issue

Dears,Good day,I have an issue when installing Windows update KB5025221 (offline package) for windows 10 20H2 & 21H2 & 22H2the setup is stuck on 99% ... or failed.this update is reasonable for daylight settings.is there any way to install it or any other package id can help me?it tried CMD and not working tooDISM.exe /online /add-package /packagepath .... etcI'm tired too change registry keys and working for a short time and back to old values again.
