pc cant boot and displays "reboot and select proper boot device" error after sudden power loss and restarting pc.

i was just using my computer normally until the PC shut off and turned back on. i was met with the black screen with the message on it. I've tried changing the boot order (windows boot manager was already 1st one), resetting bios (by removing the cmos battery), and trying to boot windows from a 8gb bootable usb that I made from a guide, windows 10 iso and the macos terminal. any help is appreciated. i have a asrock z370 mb if that helps
