Cannot change permissions even though I'm the Admin

System Info: Processor Intel(R) Core(TM) i5-9400F CPU @ 2.90GHz 2.90 GHz Installed RAM 24.0 GB System type 64-bit operating system, x64-based processor Edition Windows 10 Home Version 22H2 Installed on ‎9/‎17/‎2020 OS build 19045.2965 Experience Windows Feature Experience Pack 1000.19041.1000.0 Every one of the Administrator permissions have been changed to "Special" and nothing else. Even when I'm logged into the Admin account (already tried a new local admin account) if there is a "shield" that needs clicked, then I can't get through without right-clicking and selecting "Open as Admin". B
