If I buy a laptop with Win 11, can I immediately downgrade to Win 10?

I bought a new laptop with Win 11 and noticed it would not let me use certain apps that I used with a laptop Win 10. So I returned it to the retailer and am now again looking for a new laptop. But most of the more powerful ones already have Win 11 installed which I don't want. Can I downgrade it to 10 while setting it up?
