[Windows 10 PRO, 2018 HP Pavilion] Everytime I Click on a Submenu in a Program it Automatically Switches Back to the Main Program Window Over and Over

I keep having this issue with a new PC I got where programs (such as windows explorer) will randomly start flickering and whenever I have a submenu opened in a program (like the user preferences on Blender) it keeps minimizing the submenu and forcing me back to the main program, does anyone know what's going on?The PC was used, but factory restored, I've updated everything including drivers, even uninstalled and reinstalled everything and factory restored it multiple times and nothing has helped, I tried searching everywhere but I can't find anyone having the same issue as meIt doesn't affect

I had to do a factory reset on Windows 11 which rolled me back to Windows 10. Do the 30+ pending updates need to be applied to upgrade back to Windows

Did I, in fact replace windows 10 pro with windows 10 home. Which program can check and make the appropriate decisions to evict pro permanentlly ,
