Windows 10 Upgrade

I want to upgrade to windows10 on an older thinkpad with windows7 (hardware is fine for early versions of windows10).. I can buy sealed software but am confused about OEM vs Retail packages. Can I upgrade with the OEM package? Would versions 1507 and 1607 load the same? thanks
