My computer boots to windows but then does not load any apps and I cant even open the start menu. It was working fine yesterday so i am really confuse

My computer boots to windows but then does not show and apps and wont let me open the start menu when I move my cursor over the taskbar there is the blue spinning circle and thats it. It was fine yesterday so I am very confused.
