The top bar is missing at the startup at built in apps of Windows.

I found an issue with the top bar of an startup of windows programs. Here is one. When I open up an program like Movies and TV, Settings, Groove Music (R.I.P), and others, their top bar is missing. How do I fix this issue? Thanks in advance!
