Unable to decrypt.

Greetings, I had encrypted few files on my windows system using windows' FES, later on Windows OS got corrupted causing me to reinstall the Windows. After reinstallation of the new OS i've become unable to access my encrypted files. I have understood the problem so need a hand solving it (Expert), the problem we are facing is that with new windows installation the disk has been wiped and all data including encryption certificates of the previous version have been deleted. I remember i hadn't even exported the certificates. SO is there any way to reterieve those certificates or decrypt the file
