How to use apps out of focus (that aren't active) - Windows 10

Hello, I've recently reinstalled Windows 10, and to my surprise I can't do anything in a window that isn't active. For example, before, I didn't have to click on my VLC player to turn down the volume, and I could freely scroll through explorer even when it wasn't in focus (it wasn't clicked and wasn't active). Now I don't have this possibility, so I'm looking for a solution to turn it back again.
