All windows are opening to center of main display

In the last few days every time I open a program the window pops to the center of the main display (of 2). Previously, they would remember their position and open there. Occasionally, it looks like they have remembered their position but then snap and repaint in the center of the display.This happens for every program, Chrome, Outlook, AutoCAD (even each individual palette window gets moved and stacked on each other), Access, new Explorer windows, everything.I thought it might be related to the PowerToys feature Fancy Zones so I first tried exiting PowerToys then completely uninstalling it.
