How does someone keep logging into my account?

Hi, can someone please help me with this problem?Yesterday, my Microsoft account got hacked, they changed everything and locked me out. I still managed to sign in with Win. Hello. I locked them out and changed everything (passwords, recovery codes, emails, etc.), yet they can still access my account. Can someone please help? I also enabled Microsoft Authenticator but they removed it. I think they did something like me and used Win. Hello. Thanks!
