How to get Windows to use all cores?

I recently updated Windows, and it brought an issue, that issue being that it suddenly the CPU lost 1 core (it's a dual-core).I tried reverting the update, but it didn't work. I even tried going back to Windows 7 (which DID work, until I updated, and then the same issue happened)Any way I can fix this?
