why can't I burn a mp4 to a CD using Windows Media Player Legacy?

I'm trying to burn a mp4 file that I downloaded from Utube using MiniTool uTube Downloader v3.2.4. to a CD using Windows Media Player Legacy and I get an Error message without any specific info .
