WHEA uncorrectable error

Blue screen."Your device ran into a problem and needs to restart. We're just collecting some error info, and then we'll restart for you."The problem is that it is NOT restarting. Still shows "0% complete".I tried Ctrl-Alt-Del, but nothing happened.HELP!!!
