Recovery drive doesn’t work, PC will not boot, have tried everything.

Hello, I am having some extreme issues with my PC. I have tried every available option in startup repair, which didn’t work, automatic repair doesn’t work, command prompt repair options don’t work, and lastly, I am unable to reinstall windows from an external boot drive like windows 10 media tool. I have a recovery drive as well, and the recovery tool boots, but when I try to reset my PC with it, it gives me the “There was a problem resetting your PC. No changes were made” error. It seems as if I have no possible way to reset my PC. I have tried everything, and no options I have found online o
