When capturing windows+prtsc, Is there any way to save screenshot file at jpg, not png-default setting?

All of the explanations of this only says convert png to jpg after captured. That's not the answer I wanted.I want to set windows built-in screenshot default value png to jpg.If it's impossible, then I'd also like to know what converter recommended ( .exe available, reliable, good quality when converting)+ p.s.I have to use it offline, so It has to be portable, which means exe or something,I tried to install photoscape x, reliable, good quality, but have to download at microsoft store, there is no ways to download without microsoft store except via CNET and softonic (official site)photoscape.o
