black screen on windows 10 safe mode ( mouse curser kept on loading and showing nothing )

Hello, I put my pc on safe mode and the screen is showing nothing but a blank but when I move the mouse, it's showing the curser but just kept loading and no other things to click. I tried Crtl + Alt + delete and opened task manager. I manage to open my files but I don't know what to do next. I'm trying to add another user so that I can use my pc.
