How do I uninstall an update when Window10 keeps force reinstalling the update and is adapting and lying to prevent it from being uninstalled again

The Windows10 updates KB4552925 and KB5025221 have reduced my PC to a multi thousand dollar paperweight. I uninstalled them, paused updates, and restarted. Windows10 reinstalls the updates immediately. I uninstall again and disconnect internet and make sure the files it needs to reinstall the updates are deleted. It works and my PC can function as needed again. Windows10 force restarts and now say that there as an Error when trying to uninstall the updates. I go through advanced start, Command Prompt, Powershell, and a .bat file. Windows10 has adapted and is now lying about the file being requ
