Windows password not working on new computer

I am trying to set-up my new HP laptop and the first thing I'm trying to do is set-up my Microsoft Account. I have logged in with my Microsoft email and password, but the next thing it's asking me for is my Windows password. I have tried entering my Windows password and my Microsoft password to no avail. I've also reset both passwords and tried using the newer passwords and it still didn't work. Is my Windows password not the password I use to log into my current laptop?
